In Under the Nuclear Shadow: China's Information-Age Weapons in International Security (Princeton UP, 2024), Fiona Cunningham examines this distinctive aspect of China’s post–Cold War deterrence strategy, developing an original theory of “strategic substitution.” When crises with the United States highlighted the inadequacy of China’s existing military capabilities, Cunningham argues, China pursued information-age weapons that promised to provide credible leverage against adversaries rapidly.

Drawing on hundreds of original Chinese-language sources and interviews with security experts in China, Cunningham provides a rare and candid glimpse from Beijing into the information-age technologies that are reshaping how states gain leverage in the twenty-first century. She offers unprecedented insights into China’s military modernization trajectory as she details the strengths and weaknesses of China’s strategic substitution approach. Under the Nuclear Shadow also looks ahead at the uncertain future of China’s strategic substitution approach and briefly explores too how other states might seize upon the promise of emerging technologies to address weaknesses in their own military strategies.

Since Kenya's invasion of Somalia in 2011, the Kenyan state has been engaged in direct combat with the Somali militant group Al-Shabaab, conducting airstrikes in southern Somalia and deploying heavy-handed police tactics at home. As the hunt for suspects has expanded within Kenya, Kenyan Muslims have been subject to disappearances and extrajudicial killings at the hands of U.S.-trained Kenyan police. War-Making as Worldmaking: Kenya, the United States, and the War on Terror (Stanford University Press, 2024) by Dr. Samar Al-Bulushi explores the entanglement of militarism, imperialism, and liberal-democratic governance in East Africa today. Dr. Al-Bulushi argues that Kenya's emergence as a key player in the "War on Terror" is closely linked—but not reducible to—the U.S. military's growing proclivity to outsource the labor of war. Attending to the cultural politics of security, Dr. Al-Bulushi illustrates that the war against Al-Shabaab has become a means to produce new fantasies, emotions, and subjectivities about Kenya's place in the world. Meanwhile, Kenya's alignment with the U.S. provides cover for the criminalization and policing of the country's Muslim minority population. How is life lived in a place that is not understood to be a site of war, yet is often experienced as such by its targets? Too many observers assume imaginary consensus, avoid basic questions, or disregard the larger context for human migration. In Borders and Belonging: Toward a Fair Immigration Policy (Oxford University Press, 2025), Hiroshi Motomura offers a complex and fair-minded account of immigration, its root causes, and the varying responses to it. Taking stock of the issue's complexity, while giving credence to the opinions of immigration critics, he tackles a series of important questions that, when answered, will move us closer to a more realistic and sustainable immigration policy. At War with Women: Military Humanitarianism and Imperial Feminism in an Era of Permanent War (Cornell University Press, 2023) by Jennifer Greenburg reveals how post-9/11 politics of gender and development have transformed US military power. In the mid-2000s, the US military used development as a weapon as it revived counterinsurgency in Iraq and Afghanistan. The military assembled all-female teams to reach households and wage war through development projects in the battle for "hearts and minds." Despite women technically being banned from ground combat units, the all-female teams were drawn into combat nonetheless. Based on ethnographic fieldwork observing military trainings, this book challenges liberal feminist narratives that justified the Afghanistan War in the name of women's rights and celebrated women's integration into combat as a victory for gender equality. Dr. Jennifer Greenburg critically interrogates a new imperial feminism and its central role in securing US hegemony. Women's incorporation into combat through emotional labor has reinforced gender stereotypes, with counterinsurgency framing female soldiers as global ambassadors for women's rights. Over the last seven decades, some states successfully leveraged the threat of acquiring atomic weapons to compel concessions from superpowers. For many others, however, this coercive gambit failed to work. When does nuclear latency--the technical capacity to build the bomb--enable states to pursue effective coercion? In Leveraging Latency: How the Weak Compel the Strong with Nuclear Technology (Oxford UP, 2023), Tristan A. Volpe argues that having greater capacity to build weaponry doesn't translate to greater coercive advantage. Volpe finds that there is a trade-off between threatening proliferation and promising nuclear restraint. States need just enough bomb-making capacity to threaten proliferation but not so much that it becomes too difficult for them to offer nonproliferation assurances. The boundaries of this sweet spot align with the capacity to produce the fissile material at the heart of an atomic weapon. To test this argument, Volpe includes comparative case studies of four countries that leveraged latency against superpowers: Japan, West Germany, North Korea, and Iran. Volpe identifies a generalizable mechanism--the threat-assurance trade-off--that explains why more power often makes compellence less likely to work. Volpe proposes a framework that illuminates how technology shapes broader bargaining dynamics and helps to refine policy options for inhibiting the spread of nuclear weapons. Osamah Khalil argues that the militarization of US domestic and foreign affairs was the product of America’s failure in Vietnam. Unsettled by their inability to prevail in Southeast Asia, US leaders increasingly came to see a host of problems as immune to political solutions. Rather, crime, drugs, and terrorism were enemies spawned in “badlands”—whether the Middle East or stateside inner cities. Characterized as sites of endemic violence, badlands lay beyond the pale of civilization, their ostensibly racially and culturally alien inhabitants best handled by force. Yet militarized policy has brought few victories. Its failures—in Iraq, Afghanistan, US cities, and increasingly rural and borderland America—have only served to reinforce fears of weakness. It is time, Khalil argues, for a new approach. Instead of managing never-ending conflicts, we need to reinvest in the tools of traditional politics and diplomacy. Osamah F. At the beginning of the twentieth century, two British inventors, Arthur Pollen and Harold Isherwood, became fascinated by a major military question: how to aim the big guns of battleships. These warships—of enormous geopolitical import before the advent of intercontinental missiles or drones—had to shoot in poor light and choppy seas at distant moving targets, conditions that impeded accurate gunfire. Seeing the need to account for a plethora of variables, Pollen and Isherwood built an integrated system for gathering data, calculating predictions, and transmitting the results to the gunners. At the heart of their invention was the most advanced analog computer of the day, a technological breakthrough that anticipated the famous Norden bombsight of World War II, the inertial guidance systems of nuclear missiles, and the networked “smart” systems that dominate combat today. Recognizing the value of Pollen and Isherwood’s invention, the British Royal Navy and the United States Navy pirated it, one after the other. When the inventors sued, both the British and US governments invoked secrecy, citing national security concerns. Dr. Epstein deftly sets out Pollen’s and Isherwood’s pioneering achievements, the patent questions raised, the geopolitical rivalry between Britain and the United States, and the legal precedents each country developed to control military tools built by private contractors. Dr. Epstein’s account reveals that long before the US national security state sought to restrict information about atomic energy, it was already embroiled in another contest between innovation and secrecy. The America portrayed in this sweeping and accessible history isn’t yet a global hegemon but a rising superpower ready to acquire foreign technology by fair means or foul—much as it accuses China of doing today.
