Finally, the storytelling series “In a Nutshell” at the Sofia. Downtown Sacramento’s Future City leaders explored Sacramento’s future this week. The annual State of Downtown event highlighted new developments, the Athletics' forthcoming season and reflected on the accomplishments of the city’s core over the past decade. CapRadio reporters Keyshawn Davis and Tony Rodriguez join Insight with more on the big changes coming to the heart of the Capital City, and the potential impact on the surrounding region. Local Impact of USAID The U.S. Agency for International Development (USAID) was formed more than 60 years ago as a tool in foreign policy, with the goal of ending extreme poverty and supporting democratic societies - while spreading American influence across the world. But many government links to USAID have been scrubbed and, as of this morning, the homepage has been reduced to a notice for employees to pick up their personal belongings. Shortly after the inauguration, the Trump Administration gutted the federal agency and paused USAID funding to thousands of aid projects. As a legal battle continues , there are local impacts. Keith David Watenpaugh is a professor and Director of Human Rights Studies at UC Davis, which received USAID funding. He joins Insight with more on how these federal grants support the broader interests of the United States, as well as its long-term safety and security. Sacramento Fashion Week For two nights this weekend, Sacramento’s premiere designers and models will come together to celebrate the area’s eclectic fashion scene. Sacramento Fashion Week is back and the runway is set for sustainable strutting at the Crocker Art Museum Friday and Saturday. The annual showcase is organized by DMR Productions , which was started 20 years ago by Duane Ram. Backcountry Avalanche Dangers A day skiing can easily cost a couple hundred bucks. For some, the backcountry is an alternative to avoid the lift ticket and crowds that resorts attract. But the danger of avalanches is real - and some guides would argue inevitable. Jack Dolan is an investigative reporter for the LA Times and shared his reporting about the rise of backcountry skiers in recent years , and the real risks that these untouched mountains pose. Greenland Ice Sheet Documentary Kathy Kasic is a director, cinematographer and Associate Professor at Sac State. She joins Insight about her latest documentary The Memory of Darkness, Light, and Ice about the melting Greenland Ice Sheet (GrIS) and the future of sea level rise across the globe. How Prepared Are California's Levees? Water in California has been in the political spotlight. On his first day in office, President Donald Trump entered the debate over water policy, issuing an executive order to release billions of gallons of water from two reservoirs in the Central Valley - a move that some farmers and water experts said was an unnecessary risk for levees in the region. Emily Zentner is an Investigative Data Journalist at the California Newsroom , a collaboration of public radio stations and nonprofit newsrooms throughout the state, and joins Insight with her reporting on the state of California’s levees . Russia-Ukraine War Anniversary Three years ago today Russian forces invaded Ukraine, igniting a conflict that has cost tens of thousands of lives. The war has now entered an uncertain stage with the new Trump Administration, which has been thawing relations with Russia. Martin Kuz is an independent journalist from Sacramento who has traveled to Ukraine several times since the war began. He joins Insight to provide an update on the war, and how Ukrainians are feeling about President Trump’s approach to the conflict. Andrew Maloney Jazz Band Andrew Maloney is a busy man. Revisiting conversations with some of the new state lawmakers in our area: Assemblymember Maggy Krell, Senator Christopher Cabaldon, and Assemblymember Rhodesia Ransom. Asm. Maggy Krell Assembly Member Maggy Krell won the assembly’s sixth district in Sacramento, replacing Kevin McCarty who is now Sacramento’s mayor. The Democrat is a former deputy attorney general, under then-Attorney General Kamala Harris. Krell is known for prosecuting sex traffickers and wrote the book Taking Down Backpage: Fighting The World's Largest Sex Trafficker . She was also an attorney for Planned Parenthood and helped pave the way for California’s Proposition 1 protecting abortion access. Krell joined Insight with her priorities in her first year in office. Sen. Christopher Cabaldon State Senator Christopher Cabaldon is new to state office, but a familiar name in local politics. He was West Sacramento’s mayor for two decades. Senator Cabaldon joins Insight to discuss his priorities in office - with a district that spans Yolo County, the Delta, Sacramento Valley, North Bay and Wine Country. Asm. California’s Property Insurance Market The wildfires across the Los Angeles-area revived a growing concern surrounding California’s insurance market. As natural disasters grow more destructive, finding affordable coverage has become increasingly challenging. And some insurers have backed out or limited service in states like California, arguing that the cost of providing services has exceeded the premiums charged. This has been an ongoing conversation on Insight, with different voices. Today, we’re going to listen to the challenges the insurance industry is facing. Mark Sektnan is the Vice President of State Government Relations for the American Property Casualty Insurance Association , which represents insurers across the state. Indigenous-Led Burning Group TERA California has long had a complicated relationship with fire. Following decades of policies focused on keeping fires suppressed, in recent years there has been a shift to proactively use fire to reduce wildfire threats. This includes prescribed burns, but also reintroducing Indigenous cultural burning into the state’s larger land management strategies. CapRadio Environmental Reporter Manola Secaira talks about the work of the Tribal EcoRestoration Alliance (TERA) , an Indigenous-led group sharing knowledge about cultural burning, and how it is changing how people and organizations think about fire. 1 Challenges Implementing Prop 36 | Vietnam War’s ‘Operation Babylift’ | Anti-Valentine’s Day Cabaret Show
The challenges some counties are facing implementing Prop 36. Also, the 50th anniversary of the Vietnam War’s “Operation Babylift.” Finally, LOVE SUCKS: an anti-Valentine’s Day cabaret show in Sacramento. Challenges Implementing Prop 36 Voters handedly approved Prop 36 - a new law that pledged to provide “mass treatment” for those facing certain drug charges. But three months in, some counties are struggling with parts of the new law. Cayla Mihalovich is a justice reporter for CalMatters and spoke with judges, district attorneys, public defenders and behavioral health experts in counties of various sizes that have started enforcing the new law and found that some are struggling to implement the mandate without new funding and resources, resulting in people being charged without a clear path to the treatment that the law was supposed to offer. CalMatters is a nonprofit newsroom that partners with public media stations across the state. Vietnam War’s ‘Operation Babylift’ Nearly 50 years ago, during the final weeks of the Vietnam War, thousands of Vietnamese orphans and children were airlifted out of the country in an effort known as Operation Babylift. Over 3,000 children would eventually be resettled and adopted by families in countries like Canada, Australia and the United States. Huyen Friedlander is a local marriage and family therapist, and was one of the children aboard the final Operation Babylift flight in April 1975. She joins Insight to talk about her experience growing up in the United States, reconnecting with her birth parents, as well as her plans to return to Vietnam and help other adoptees find their birth families. POLITICO’s California Playbook It’s been three weeks since President Donald Trump’s inauguration, and a slew of executive actions carry potentially dramatic changes to local and state government in California. Dustin Gardiner is the co-author of POLITICO’s California Playbook and provides an update on how California is responding to the Trump Administration’s actions in the first weeks since the inauguration. Near Record Low Monarch Butterfly Count Western monarch butterflies have made their long annual migration to their overwintering sites along the California coast, and for almost three decades researchers and community volunteers have been keeping track of their numbers. But the most recent count shows a significant decline, with a peak population of just 9,119 butterflies observed , compared to roughly 200,000 the year prior. Isis Howard is a Conservation Biologist at the Xerces Society for Invertebrate Conservation and talks about how these near-record-low numbers compare with years past, as well as ongoing efforts to bring the monarch population back. Wild & Scenic Film Festival The 23rd annual Wild & Scenic Film Festival begins this week in Nevada County. Eric Dunn is the festival’s director and joins us to talk about the many events scheduled around the films which start Thursday, Feb. 13 and run through Feb 23rd.
